Not necessarily. It could be because you claimed EITC and/or the ACTC. The IRS issues most refunds in less than 21 days, although some require additional time. You should only call if it has been:

• 21 days or more since you e-filed
• 6 weeks or more since you mailed your return, or when
• "Where's My Refund," tells you to contact the IRS

According to the Protecting Americans from Tax Hikes (PATH) Act, the IRS cannot issue EITC and ACTC refunds before February 15. The IRS expects the earliest EITC/ACTC related refunds to be available in taxpayer bank accounts or debit cards on February 27, 2019, if these taxpayers chose direct deposit and there are no other issues with their tax return.

I filed and was accepted on 10/14, but still saying and showing as Processing. I believe I am over the 21 days now or it business days? I already received my state refund, but Fed is not showing approved yet.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

You need your filing status, your Social Security number and the exact amount  (line 20a of your Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.
