Why were my Va. taxes due subtracted from my Federal tax refund when I did not select that option?

I elected to pay Va. taxes due via personal check (mailed today 4 March) utilizing the voucher attached to my Va. tax return; however, I received an email today indicating my Va.  taxes were paid using my federal tax refund!!! This was my first e-file with Turbo Tax

Your state taxes due cannot be paid using your Federal refund. 

This is because the IRS and state tax departments each maintain their own, separate tax collection systems.

Your state taxes due cannot be paid using your Federal refund.
