You won't be able to select that option to "pay out of the Federal refund" (aka "refund processing option") until all your forms are finalized and available for efiling. I know that Form 1040 and 1040A returns don't show as available until January 18.

Log in and open your return. Go through the screens under the REVIEW tab, and it should tell you which of your forms are not available.
Also be aware that that "pay out of refund" option has a 39.99 service fee. You can avoid that fee by paying upfront with credit/debit card or a prepaid card you can buy in a store.
