I filled my federal and state taxes last year but never actually paid my state tax. I filled my federal and state taxes this year and already paid my state tax. Do I still need to pay last years state tax or was it already accounted for this year?

You still need to pay it.  If you owe a prior tax due that is not part of your current year return.  There is no place to enter that on your return and Turbo Tax doesn't know if you still owe it.
