Filed a federal return in Texas and received a refund. do I need to amend my federal return in Texas in order to file a non-resident state tax form in Oklahoma. Or file the tax form in Oklahoma

You filed a federal return with the US government, not with Texas.

You don't amend a federal return to file a nonresident state return. You can just go ahead with the nonresident Oklahoma return. There's nothing on your federal return that would be amended on account of a state tax return.
