If your intent is to file by mail instead of e-filing, then yes, you have to use a pen and sign by the black arrow next to the words "Sign Here."  If you neglect to sign it the IRS will send it back to you for your signature.

Yes--you mail federal and state to different addresses.  If you only have one copy --that is unusual since normally a W-2 includes several copies--then use a copy machine and make copies to mail with your state if the state requires it.  Some states want a copy, some do not.  And you should ALWAYS keep a copy of your W-2 for yourself.
