Will I ever be able to receive the money from last year that I did not get from taxes on this years taxes ?

If it didn't go through you will have to print and mail it now.

I tried filing and they declined me twice they kept telling me my Birthday was wrong when It was not.

The mailing address will be on the instruction sheet when you print the return, And make sure that the Social Security Admin has your correct DOB in their records.

Good point.  Or your return will reject again this year.  If 2017 does reject when you file it, then print and mail it right away.
