Why would my turbo tax app say “return accepted “ 2/13/2020, but on irs website it is saying still reviewing

Accepted does not mean that your refund has been approved. Accepted just means that your return has been entered into the system and they are working on it.

Accepted means received for processing by the IRS. It is not the same as Approved, which is a later step. The IRS is still working on your return.
