Why was my account deducted for my federal tax? I requested that my federal tax be paid by the state tax excess.

Huh?  You can never have a tax due for one deducted from the other Refund.  You get the full refund and have to paid the tax due yourself.  Federal and state are completely separate.  Different places.

Unfortunately, you cannot request that your federal tax be paid by your state refund.  The two systems are not linked so it is not possible.
