Probably some law in IL.   It is what it is.  Sorry.  If you are in IL you cannot get the advance.

other tax prep firms offer advances to taxpayers in Illinois. Can't say why Turbotax doesn't

 

And you cannot file a tax return for the state of Illinois, Rhode Island, North Carolina, or Vermont.
