Why is turbotax taking what I owe to the feds out of my state refund?

TurboTax does not touch your refund  or pay your taxes in any way.  That sheet only says, "When you get a refund from one taxing authority and pay the other , your net is so may dollars."   Pay the feds in your own sweet time, let the Feds wait!

You are confused.     You must be looking at a "summary" that is netting out the difference between your federal tax owed and a state refund.

 

A state refund cannot be used to pay TurboTax fees, nor can it be used to pay federal tax owed.  Not ever.

 

 

 If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.
