Probably states may pause refunds for additional verification to prevent fraud.

I have tried and the IRS.gov site keeps freezing up or saying it's unavailable right now, which is why I've come here.

Okay, then I'm in the wrong thread. This is for a federal tax refund, not a state refund.
Are you using the Where's My Refund? link.
I tried and didn't get to speak with any tax experts.
Click on this link, @csullyfilm and click the box that says Use Refund Tracker (that is the new Where's My Refund link). The option on the left is to create an IRS account but the option on the right will allow you to track your federal IRS refund. IRS Refunds

Already tried that, even got close to setting up my account and keep getting the whole "site is unavailable" reply.
You don't need to set up an account if you use the option on the right (use refund tracker).
Again, I have tried all that the last few days to no avail.
I appreciate your help but I really wish I didn't have to keep repeating myself.

Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund. Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.
What is showing ''unavailable''? I just tracked 5 refunds here at this link with no issues, so the tracker is definitely available.
Maybe you are seeing a message specific to your refund?
Nope, on the first day, it said you've used up your attempts for the day. Then the next day, the site redirected me to a page that said "site is unavailable, check back later. "
I'm not making this up!
I believe you, but something (too many attempts??) has moved you out of the normal processing loop. Maybe they are issuing you an IP PIN, or maybe they are in a sense, forcing you to set up the Online Account. You have to have them verify your identity, but you will have full access to all of your information instantly once it is created.
