Why is my non-resident state refund estimated to be only half of what I expected?

I did a small contract in another state last year which withheld ~$14 in state tax, but the refund is only showing up as $7.

You must have a tax liability of  approximately  $7. You can look at the state form and see your income, the tax liability and your $14 paid in. To see your forms:

• In desktop, switch to Forms Mode.

How do I see what I am liable for? I have never made enough money to be taxable, so it's always been a full refund.

The state you filed a non-resident return with may have a very low threshold for taxing income.  As AmyC said, you can look at your state tax return (form) to see your income and tax liability.  To do so in TurboTax Online click the following link: How do I preview my TurboTax Online return before filing?
