Why don’t I see the option to apply for the advance

It takes me all the way to the transmit return page without even giving me the option to apply

State e-file refund $700. Bank info correct. TurboTax won’t let me print/mail (says pay w/refund) but receipt shows paid by card. Can't e-file nor print. I'm stuck.
