Why does turbo tax want me to pay 100 dollars to amend my 2019 return due to form 8962 when they did not ask for information on it originally?

First you do not need to amend the return ... and second if you had entered the 1095-A form on the original return you would have been required to upgrade to the Deluxe version which has a fee.  You can try to fill out the 8962 yourself on paper  or  contact TT support and complain until they give you a code to overwrite the fee.
