Why does my state income tax say incomplete?

I thought that I filed both tax returns, but my State return shows "Incomplete". I click on the option to file/complete it, but it does not take me to a screen that will allow me to finish it.

E-filing a state is only allowed once a federal return is accepted/rejected. State returns will show incomplete until federal has been accepted.

Additionally some state forms are not yet available. You can check the availability of your state using the link below.
