Why does my boyfriend not receive the 3rd stimulus payment? He filed his 2020 taxes and said that he could be claimed as a dependent but wasn’t actually claimed.

If you can be claimed as a dependent, then you will not qualify for a stimulus payment. It doesn't matter whether you are actually claimed or not.

But his mom didn’t receive money for him either. Is he just in a middle spot where no one gets the $1400?

The 1,400 payments just started going out. If the mom claimed him as a dependent in 2019 or 2020 she should still get it.

She did not claim him. He is eligible to be claimed by her, but she doesn’t actually claim him. So neither of them will get the money is what I’m thinking.
