Generally speaking, employers are required to submit copies of the W-2s to the IRS as well as the employee, so the IRS can match their records (tax withholding payments, etc.).

If your employer submitted their W-2s to the IRS late, or not at all, or the amount reported was different than what you entered on your tax return, you may be required to send your W-2 copy as proof of your wages and withholding.

Did the IRS send you a letter asking for copies of the W2s?  Only the IRS knows why they wanted a copy of your W2.  Usually they didn't get the one from the employer to match to your copy or the employer reported a different amount than you did.

Or did you mail your return last year?  You have to attach W2s and 1099s to mailed returns.
