Why did they offer me a cash advance on my taxes and if I can get one now after my taxes been approved

Unfortunately if you've already filed you won't be able to get one. TurboTax is doing a test pilot on the Turbo Prepaid Visa Card. If the option was not available while filing your taxes then you did not qualify for it. This feature is only available in certain states and has various qualifying factors.
