Why did I get charge to get my federal refund early it said by the 20th and it hasn't come yet when I paid for it to be here

First, double check to be sure the tax return was received and accepted by the tax agency:

The fee was for the use of the program to complete a return  or to have the TT fees withheld from the federal refund ... no fee can speed up the IRS or State's processing of the return.   And the TT dates are only estimates based on other returns and is not a guarantee of any specific date since TT has no control over such things.
