I'm not sure what you mean by "when I filed." Do you mean that you could not use direct debit? Not all states accept payment by direct debit. Check the state filing instructions in the TurboTax PDF of your tax return, or check your state's tax web site, to see what payment methods are available.

I paid my $25.00 fee to file electronically for the state taxes for 2021. It said I had to due to the amount I owed. But it would not give me the option to pay by CC. So I went to my states web site and it gave me a phone number to pay by CC.  Another $87.00 charge.  So $112.00 to pay my state taxes! that's insane!

If you use TT Desktop, there is a $25 TT fee to efile the return. It does not matter if you owe taxes or are getting a refund.  You could have printed and filed by mail instead without that fee.
