Did you complete the Tax Forgiveness section of the software?
Did your income increase in 2016?
An increase in income as little as $2251 can result in a change from full tax forgiveness to being ineligible for tax forgiveness. Means one year your eligible for a full refund, the next year you get no refund. Your tax forgiveness credit would appear on line 21 of your PA40

You've always gotten a refund? That's odd because PA has a single flat rate tax with very few deductions/credits. Thus, if you work and have little other income, your withholdings usually equal your tax due.
Look for any data entry errors, and then compare PA 2015 and 2016 side by side. Something may stand out.
