Who do I contact for information about an incorrect tax refund?

I agreed to have TurboTax remove funds from my return to pay for services rendered. The amount of money I received from my return is less than what I was told I would receive after the fees for TurboTax were taken out.

Typically when this happens, it's due to a refund "offset".  The IRS has full discretion to withhold money from your refund for a variety of debts.  See the information I'm linking below for more explanation.
