You are correct that you will need the line 48 number from the 2017 5329 to complete your 2018 return. If you e-file your 2018 now, you will just have to amend it later.
I suggest that you do the following in order to minimze your paperwork:

However, comparisons across multiple years are usually not done by the IRS for a year, so it is very likely that before the IRS ever notices the conflict, your 2017 amended return will fix the conflict anyway.
But you have your notes in the very unlikely case that anyone ever writes you about this.
