The tag below your question indicates that you are using TurboTax Online. The What-If Worksheet is not included in TurboTax Online, and has never been included. It's only available in the CD/Download TurboTax software, and only in forms mode. TurboTax Online does not have forms mode.
If you have used the What-If Worksheet in the past, you must have used the CD/Download software, not TurboTax Online.
No, actually I am using the paid download/ CD version. In spite of that I can’t find the “what if “ file which I have found so useful for tax planning in the past.

Since you are using one of the desktop editions click on Forms.
When in Forms mode click on Open Form in the upper left and type in What-If
In my forms menu, there is no choice this year for the “what if” file
It's not on a menu. Go to forms mode, then click the Open Form icon (at the top left in Windows). In the box that says "Type a form name," type the single word "what" (without the quotes). The What-If Worksheet will then appear in the list below. Double click it to open it, or select it and click Open Form. If you type What If without the hyphen it will not find it. You have to type just the single word What, or What-If with a hyphen.
If you still can't find it, make sure your software is updated. On the Online menu select Check for Updates.
Are you using Windows or a Mac?
In my Windows Home & Business version,
Go to Forms Mode, click Forms in the upper right or on the left for Mac. Then click Open Forms box in the top of the column on the left. Open the US listing of forms and towards the bottom find the What-if worksheet. It's right under Estimated Taxes.
Or try…Go into Forms View. Once there, at the top of the left column, click on the icon for "Open Form". A popup window will appear. In the text line, type the word "what" without quotes. You should see "what-if worksheet" appear as a selection choice. Double-click it to launch the form.
