A 2016 tax return can only be printed and mailed, it cannot be e-filed.

No.  Only Deluxe comes 2 ways.  And all the prior year programs from Turbo Tax come with a state.

But since all the Desktop programs have the same forms you can use Deluxe.  Maybe you can find 2016 Deluxe without state on the internet.
