There are delays with returns that include the ECI/ACTC credit, the IRS states that deposit dates should start showing sometime this week.
Mailed paper returns: If you filed a paper return, please allow 4 weeks before checking the status. Refund processing time is 6 to 8 weeks from the date the IRS receives your tax return.

If you have a State refund, click on the following link, then click on your State
Tax forms accepted. Paid amount due but amount not withdrawn from bank.
If you mean your tax due hasn't been withdrawn yet, this is up to the IRS for processing and they are experiencing a lag with this.
If it has been at least 7 days since your return was accepted you can call the IRS automated tax line for electronic payments at 1-888-353-4537 to inquire about the payment, but a delay of a few days right now seems to be the norm.
