When will my Colorado state tax return be accepted it has been 16 days?

It depends.  

The Colorado Department of Revenue just started processing returns on February 12 so it may take a few more days to accept your return.  Please see this announcement for more details. 

If you are getting a refund, you can also use this link to check the status of your refund once your return is accepted.
