When will fees come out of my refund of direct deposit date of February 27, 2019

The fees come out before your refund arrives in your account.  The third party bank removes your fees and sends you the rest of the refund.

Did you have the TT fees withheld from the federal refund  and the balance sent to your bank account ?  

If so the refund needs to go from the IRS to the third party bank to your bank account.  This process can take up to 3 business days or more.

Well i didnt file with turbo tax but i had refund date today no deposit yet 2/27 as of 9 09 an its says on wmr approved but not sent yet
