If the tax forms and schedules included in your tax return are not yet available for filing then you cannot choose the optional Refund Process Service to the pay the TurboTax account fees from the federal tax refund along with the RPS fee of $39.99.  You do Not have to pay for the TurboTax account at this time and can wait for the tax forms and schedules to be finalized.

Click on Review and there will be a list of forms and schedules with the dates they will be available.

The IRS will not be accepting any type of 2017 tax return until January 29, 2018

The IRS will hold all 2017 tax returns that have a tax refund which includes EIC and/or the Additional Child Tax Credit util mid-February.  They will release the tax refunds in late February if there are no errors on the tax return.

When can I use my federal refund to pay for my taxes?

When all of the forms needed for you to complete your 2017 return are available, you will be able to go to the end of the FILE section and choose to pay your TurboTax fees with your federal refund.  That choice will cost you $39.99 + tax.

You may be aware that in late December Congress passed a major tax reform bill.  That has the IRS scrambling to get tax return forms ready for this tax filing season.  They were waiting for the laws to pass.

Some forms are not finalized so you cannot file.  The IRS has to finalize a number of forms and then approve the finalized forms in the TT software.  Many state forms are not finalized either.  What's the rush?  The IRS will not be accepting returns until January 29 at the earliest, so filing early will not get you a faster refund.  The earliest refunds will not be released until mid to late February.  You just have to wait for the forms to be ready.
