What if I never received my state tax refund from last year? Do I just remove the stated refund from the line?

It depends. 

• If you did not itemize your deductions in 2017, yes, remove it. 
• If TurboTax is carrying it over from 2017, you probably itemized your deductions so don't remove it. 

What I would do is contact your state's department of revenue to find out what happened to it. 

1. Was it lost in the mail? 
2. Was it kept by the state to pay for some kind of debt? If so, you received it since it went to pay for your tax obligation.
