It means the IRS hasn’t finalized some forms and you can’t file using them until they’re available.
It depends on the wording of the message.
If your message says the IRS hasn't finalized one or more of your forms, you need to wait until it's been finalized and then submit the return, as stated above. You will get an email update then the form is ready.
If your federal return isn't accepted, you may need to make a correction of some kind. If you sign in to your TurboTax account and see Rejected, select Fix my Return and follow the directions to correct and submit your return.
