you would not report any taxable portion of the refund until the year you receive it. have you called the state to find up the reason for the delay?

Nothing special ... a state refund is only reportable in the year it is received and ONLY if you itemized deductions for the year the refund is for. So if you get 2021 & 2022 state refunds both in 2023 then they are both put on the 2023 return IF you itemized deductions in both of those tax years AND got a tax benefit from it. Don't worry the program will do the math for you ... so if you transferred the 2021 info into the 2022 program when you get to the state refund section you will simply indicate you did NOT get it yet.
