We are overseas military and are waiting on the passport for our 3 month old that we need in order to apply for her SS card/number. Can we still file our taxes?

You can file your tax return but you would not be able to enter your child as a dependent if they do not have a SS number.  If you are filing for a tax refund you have up to three years from the due date of the return to file a return without penalty.  So there is no harm in waiting for the SS number.

The question being asked is for civilian Americans, and it actually affects how they pay taxes.  As military personnel, if your stationed overseas (Not in a Combat Zone) you will pay taxes on your income exactly as you would at home.
