We are overseas military and are waiting on the passport for our 3 month old that we need in order to apply for her SS card/number. Can we still file our taxes?

You can file your tax return but you would not be able to enter your child as a dependent if they do not have a SS number.  If you are filing for a tax refund you have up to three years from the due date of the return to file a return without penalty.  So there is no harm in waiting for the SS number.
