You cannot pay a federal tax due or your TurboTax fees by using your CA refund. You can only use your federal refund to pay TT fees by agreeing to the extra refund processing fee of $44.99 in CA to have your TT fees deducted from a federal refund. if you owe federal tax, then you have to pay the IRS with a check or money order, or by paying directly on the IRS site.
