My refund is under review since Feb 23 does it really take 45 to 60 days

Unfortunately, selection for return review and the time frame in which the review will be completed is completely up to the IRS.  You can continue to check the 'Where Is My Refund' link periodically to see the status of your return review.  I've included the link below:
