While preparing my 2024 New Jersey state tax return, I was informed of an underpayment for my 2023 state taxes. However, I received a refund for the 2023 NJ state tax year. Can you clarify whether I actually owed any additional funds for that year, and how would amend my 2024 to reflect that.

You have to talk to NJ division of taxation to find your outstanding balance, if any.
If the state of NJ contacted you with a letter saying you had an underpayment, you will need to handle the issue with them. You can contact the NJ DOR at (609) 292-6400.
If you mean the program decided you had an underpayment, that could be caused by corrupted data. Simply view that your actual forms are correct.
You would not amend your 2024 for an issue that is happening in 2025.
