Under deductions and Credits I can take off the turbotax fee, since im doing my taxes for 2016 now (in 2017) would I take off the expense on my 2016 taxes now or 2017 taxes next year?

Since you're actually paying the tax prep fee in 2017, it is deductible on your 2017 return.  The fee you can deduct on the 2016 return is what you paid a year ago to prepare the 2015 return.
