NYS return shows following message: "Not Eligible for electronic Filing". Then application provides ambiguous explanation : "Returns with state and/or local withholding from sources other than Federal Form W-2, W-2G, 1099-G and 1099-R."

I’m using desktop version of the TurboTax 2023 for Windows 10.
While searching for the cause of the problem, I found that application inserted value of “38.” Into “Other withholding” field on the line 18a on Form 1099-B in the Tax Payments Worksheet.
Please note, that I did not enter any fees of taxes paid to the state of NYC or any other states in the whole income tax application.
As work around I opened Forms view of the TurboTax application, selected "Tax Payments" form and replaced “38.” value on the line 18a (Other withholding in the column “State”) with “0”.
Now application does not prevents me from the e-filing NYS taxes.

The work-around solution is fine, provided the state tax withholding of $38 is not legitimate. I'm not aware of a problem with the program outside of what you described.
