Why was the "State Tax Withheld" figure on your form a "0" and why was there no way to edit that figure?

You don't edit them in the state section....all those withholding figures come from the various forms you entered in the Federal section.....so to correct state "withholding", you go to the Federal section and Edit each form-type that had state withholding shown on them. W-2, W-2G, & 1099-R forms are most common. Note that "withholding" is not the same as state Quarterly Estimated taxes that are entered separately from those forms, since you implement and pay those estimated taxes separately, yourself.
You edit this figure in the Federal entry area for the W-2 itself. To get back to that area click on Wages & Income and then Revisit beside Jobs (W-2). Next, select edit beside the W-2 entry. Add the withholding to the state withholding area, Box 17.
