That happens.  TurboTax cannot promise the IRS will not review your tax return.  Lots of returns come under scrutiny in an effort to combat fraud and identity theft.  Maybe the IRS wants to verify that the return is really yours.  Or maybe you entered something incorrectly..we would not know.  The software does not know if the data you enter is accurate or complete.  You could have omitted some income, typo'd some income or amount somewhere and it does not match their records..there are lots of possible reasons why your return could be under review.  Once the return is accepted by the IRS, only the IRS has any control.
