Turbotax created a tax refund as a postal check and sent it to my address in Turkey. However, after two months, I did not receive the postal check. What can I do?

TurboTax does not send tax refunds. Federal tax refunds are sent by the IRS. Check the status of your federal tax refund by using Where's My Refund? on the IRS web site. What does it say? Does it say that a check was mailed? If so, what is the date that it was mailed?

The IRS will not make a direct deposit to a foreign bank, so the only way you can receive your refund abroad if you do not have a U.S. bank account is by a check that the IRS mails to you.  The IRS does not mail it with tracking, so all you can do it watch for the mail if they say they mailed it.   If it was mailed a very long time ago, then you may need to report the check as lost and have them re-send it.
