How are you preparing a 2017 return?   Online TurboTax is for 2018 returns only.   Or is it a 2017 online return you finished last year, and want to download it to file?

A 2017 return cannot be efiled.  It has to be printed, signed, dated, and mailed.  See the Filing Instructions page that should be in your return PDF.

It is recommended to mail by a method that has tracking, such as priority mail or certified return receipt, etc.    The Federal return should be mailed to the IRS per the address in the Filing Instructions, and the state return to the state tax agency as instructed.

You can not efile a prior year return.  Did you use the Online version last year or the Desktop CD/Download program?  Currently the Online version is only for 2018.  

When you mail be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.
