Maybe you have a Federal refund, but perhaps it's not large enough to pay the product fees and the additional service fee for that option.

Live Self-Employed is currently 169.99 for a Federal refund and 39.99 for a state refund.  If you choose to pay that out of the Federal refund, there is an additional 39.99 service fee (44.99 for California filers).

Have you been using the features of your Live product?  That feature allows for on-demand help from a CPA/EA tax pro during preparation,  and a final review of your return, which they will sign.

Here's how to review your 1040 Worksheet.

In the left menu column, click on TAX TOOLS, then TOOLS.
In the Tools window, choose "View Tax Summary."
Review that screen and look at the line for your Federal refund.
Then go to the left menu column again and click "Preview My 1040."
That will open the 1040 Worksheet.
Review what is shown for the Federal refund on Line 20a.
