There’s a recent notice published on February, 2020 regarding changing in HSA taxable events. I was wondering if anyone has noticed?

Here is the link to the notice(https://www.ftb.ca.gov/tax-pros/law/legislation/2019-2020/AB2384-021820.pdf). It seems like the contribution nor earnings are no longer taxable. I haven’t seen many discussion regarding this. I was wondering if it’s legit? I’m still taxed by my employer regarding HSA contribution.

After a second look, I might be wrong. It did say the state law does not follow federal. I’m not sure what chances after this notice compared to what was before.

it's legit. it's a bill that would change Ca personal income tax law to basically follow federal law regarding HSA's. what I can't answer was whether or not it was passed into law.  call the California franchise tax board

Thanks. I do see that in the history, similar bills failed to pass...
