At this point we have no idea what changes the IRS will need to make to the 2020 forms or if there will be software changes, updates, etc. Be patient and do not try to file too soon.
This bullet point worries me deeply ... this will make a mess of the 2020 filing so NO ONE who qualifies for these credits really should NOT file early this year especially since returns with this credit will not start processing until mid February at the earliest ...
There is a special temporary rule allowing individuals to use their earned income from tax year 2019 to determine their eligibility and amount of Earned Income Tax Credit and the refundable portion of the Child Tax Credit (i.e., the Additional Child Tax Credit) in the 2020 tax year. TurboTax will help you to do this when you file your 2020 tax return this year.
The rules for the 2nd check are the same as the first stimulus payment, with two exceptions:
1) Instead of $1200 per taxpayer and $600 per qualifying child, it's $600 per taxpayer and $600 per qualifying child
2) on a joint account (non-military), if one taxpayer had an ITIN, the CARES act disqualified the entire family from receiving any stimulus. In the new law, if one taxpayer has an ITIN, then that taxpayer is ineligible, but the spouse and children remain eligible; it's retroactive to the 1st stimulus payment.
@Critter-3 - yes, that 'higher of' income for EITC will be a doozy; also, the 2nd stimulus is an advance of the 2020 tax return so not sure how that will work as some will have received their 2nd stimulus and some won't at the time they decide to file and complete the supporting schedule for Line 30.
if the supporting schedule for Line 30 is updated to contemplate the eligibility of the 2nd payment and that 2nd payment is not received by the time the taxpayer decides to file, then there is a huge risk of getting the credit on the tax return AND receiving the stimulus payment. WHAT A MESS.
Amen ... anyone who files early this year is taking a big chance. If there ever was a year where program glitches could jam up the works this is it.
