The PA state tax form did not bring over my cost of goods amount from the business portion. How do I just file an amended PA form when IRS amend form is not ready yet?

I did this already.  However,  instead of getting option to select the state form, I get "The Amended Return Area will be ready Soon".  I select continue and it takes me back to Other Tax Situations.  Why does Turbo Tax need the IRS Amended Return form in order to amend a State tax return?
