The IRS website says that my refund may be reduced due to past debts and it now says that my refund was approved and sent. Does that mean I’m still going to get a refund?

It sounds as if you will still be receiving a refund. If you have an offset, the offset is deducted from your refund and if it was less than your refund amount, you would then receive the remaining amount.
