How many days has it been since they sent it out? And what method did you choose to receive the refund?
If the IRS has actually sent the funds and you chose "direct deposit" to either a bank or a prepaid debit card, the IRS FAQ page says to allow "up to 5 days" due to variations in bank processing procedures and times. But it usually doesn't take that long.
However, there may be another link in the chain that you can check in the meantime if you used the following service:
Did you have any TurboTax fees that you chose to pay out of the Federal refund? If so, the funds go first from the IRS to a temporary account at an intermediary bank where the fees are subtracted. Then that intermediary bank sends the rest of the funds on to your bank (or card.) If you used that method to pay fees, and if the IRS has actually released the funds, we can tell you how to check on the funds at the level of the intermediary company (SBTPG).

I called my bank and they said they hadn't received anything or see anything coming in. So it should've been here last week at the latest

Then you will be transferred to a representative.

You didn't comment on the last paragraph I mentioned in my post above. I had asked in bold if you had any product fees that you chose to pay out of the Federal refund.
If you DID pay any fees that way, your funds go first from the IRS to an intermediary bank. If so, we can tell you how you can look up your refund at the intermediary company's website that handles that (SBTPG), and also tell you how to contact them if necessary.
If you did not pay any fees that way, then this comment will not apply to you. If you paid upfront, then your refund would go directly from the IRS to your bank (or card).
