NO You do not file an amended return for a return that has never been processed. Do not click on anything that says "amend." If you do that you will just create a mess that will take months to sort out.
You need to determine if the IRS ever received the first return. Your post is confusing and we cannot tell if you e-filed AND mailed the same return, or if your e-file was rejected and then you just printed and mailed. If you e-filed and the IRS accepted the return and then you mailed a return too -- you already confused the IRS. Do not make it worse by trying to amend.

If you mail a tax return (or a payment) to the IRS, it is a good idea to use a mailing service that will track it like UPS or certified mail so you will know it was received.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.
TurboTax will not know anything about your mailed return, and will continue to show “Ready to Mail” on your account. TurboTax will not know that you put your tax return in an envelope and took it to a mailbox. TurboTax does not get updates on mailed (or e-filed) returns.

When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

Note: If it says “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. Many refunds are taking longer during the pandemic.
Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 20 of your Form 1040) of your federal refund to track your Federal refund:

You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large Orange button labeled "Transmit my returns now".

After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.

If over 21 days since being Accepted by the IRS and the tax refund is still Processing you can call the IRS and speak with an IRS agent concerning your tax refund.

So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.

When I originally filed the tax return with Turbo Tax, the return was for the year 2019, however when it was submitted to the IRS and the state of Pennsylvania it was rejected because it was done on a form for the year 2020. I immediately contacted Turbo Tax and was told that I had to wait until the deadline date that the IRS mandated at that time, which was after March 22, 2021. I have tried unsuccessfully to refile the 2019 taxes. I DID NOT make this mistake, however it seems that I am now not able to correct this through the Turbo Tax filing system. Yes, I know I have to mail a paper return to the IRS, however I am unable to complete the tax form myself. Do I get any help from Turbo Tax or am I going to be totally ignored?
To do a 2019 return you have to buy and install the 2019 Desktop program. Online is only good for 2020. Did the wrong 2020 forms get Accepted or Rejected? You may have a big problem if 2019 got filed on 2020 forms.
Sorry, Online for 2019 and prior is closed now so you can not start a new 2019 or prior return or finish one. Online is only for 2020. Oct 15, was the last day to efile. 2019 is now the prior year. If you entered 2019 into the 2020 online version you should clear out your online return so you can use it for 2020.

You can only buy the download for prior years. You have to buy a separate program for each year. They only sell the last 3 years. You need a full Windows or Mac computer to install it on. Buy the download here

Important! Mail Federal and State in separate envelopes and mail each year in separate envelopes.
If you are getting a refund, there is not a penalty for filing past the deadline. You have 3 years to file for a refund. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.

Then when you do file 2020 enter 0 for the 2019 AGI since you are filing 2019 late.
